"Disadvantaged business"

I came across the term disadvantaged businesses today, which the book I was reading defined as "businesses owned by women and minorities".  I then googled the term and some Web sites just defined it as minority-owned businesses, and some included women in the definition.  Apparently there are programs out there that offer advice and loans to disadvantaged businesses.  I think this is all well and good but I kind of take offense to the fact that if I opened a business, it would be considered disadvantaged.  That's like a kick in the butt before you even open the doors!  I understand what the term means, but it's just the word disadvantaged that sits funny with me.  Why can't they just say woman-owned businesses and minority-owned businesses?  That would just be the facts and would not imply that we are in any way more lowly than white male-owned businesses.  Hmm... I wonder what race and gender the person who coined the term was?

Disclaimer:  I am not a feminist, but don't you agree that the word disadvantaged has a negative connotation?
